How Do I Apply? New/Returning Students
1. Residency Determination System (RDS)
Your tuition rate depends on whether you qualify as an in-state or out-of-state student. To determine your residency status, all students must complete the Residency Determination System (RDS) online.
A key requirement for in-state residency is showing that you’ve lived in North Carolina for 12 consecutive months as a legal resident. During the RDS process, you may be asked to provide documents such as:
- North Carolina driver’s license
- State or federal tax returns
- Lease agreement or mortgage statement
- Recent pay stubs
When you finish the RDS process, you’ll receive a Residency Certification Number (RCN). Be sure to add your RCN to your admissions application.
To get started, complete the Residency Determination System (RDS) questionnaire below, to determine your tuition rate.
If you believe you have been incorrectly classified as an out-of-state student, you can request a reconsideration. Additional information on reconsiderations and appeals can be found here.

2. FTCC Application
- New students: never taken a curriculum course at FTCC
- Returning students: have completed curriculum courses
- Must reapply after one academic year of nonattendance.
- If you are enrolled in a Health, Cosmetology, or Funeral Service program, please contact the department to determine if you are required to reapply.
3. Apply for Financial Aid
Complete the Free Application for Federal Student Aid (FAFSA).
4. Submit Official transcript(s)
5. Meet with an Advisor
Get Guidance Before Registering for Classes:
- Once we have received your official transcripts, you will be put into your program and will be ready to register.
- Log in to FTCC Self-Service to locate your academic advisor and program information. You will be assigned both of these when you are ready to register.
- Contact your advisor to schedule an appointment to register for classes.
